Four RPOs and Still Not Enough

Kerala is the only state in India with four Regional Passport Offices. Kochi, Kozhikode, Thiruvananthapuram, and Malappuram. On paper, that sounds like the state should have passport booking covered. In reality, the demand from Kerala is so extraordinarily high that even four RPOs cannot keep up.

The reason comes down to one word: Gulf. Kerala has the deepest and longest-standing migration relationship with the Gulf countries of any Indian state. Estimates suggest that over 2 million Keralites work in the UAE, Saudi Arabia, Kuwait, Bahrain, Qatar, and Oman at any given time. Each of those workers has a passport. Many of their spouses and children do too. And passports expire, get damaged, need renewal, or need re-issuing with updated details.

The result is a state where passport applications per capita are among the highest in India. The four RPOs exist specifically because of this demand, and the fact that the government established the Malappuram RPO (one of the newest in the country) tells you how intense the pressure was. Even with that addition, slots across all four Kerala RPOs fill up fast.

Kochi's Specific Position in the Pipeline

The Kochi RPO, located in Ernakulam, serves the central Kerala belt. This includes not just the Kochi metropolitan area but also districts like Thrissur, Idukki, Kottayam, and Alappuzha. Each of these districts has its own profile of passport demand.

Thrissur is one of Kerala's most commercially active districts, with families involved in business across the Gulf and beyond.
