The facility itself is older, and the waiting area can get cramped during peak hours. But if your goal is simply to get in and get your passport work done, Jhandewalan is a perfectly fine option.
One thing to keep in mind: your police verification is tied to your residential address, not the PSK you visit. So even if you live in East Delhi and book at Bhikaji Cama Place, the police verification still happens at your local police station.
What the Touts Do Not Want You to Know
The tout system around Delhi passport offices runs on volume. These operators are not booking one or two appointments per day. Some of the bigger ones process dozens.
